Objective: CYR will promote the game of Rugby Football Union in Cambridgeshire through its RFU Mutual Wealth ‘Kids First’ Age Grade Rugby Mini & Youth activities providing support, guidance and information to Member and Associate ‘Out of County’ clubs

Partnerships & Networking: As a Sub-County of the Constituent Body Eastern Counties Rugby Union (ECRU) CYR will contribute to, support and adhere to the ECRU Youth Structured Season Plan and regulations (NB this does not make provision for Mini activities). All Mini activities will be governed by CRFU as regulated by the Laws and Bye-Laws of the RFU & Bye-Laws of the ECRU

CYR will maintain close networking relations with officers of the Cambridgeshire University & District Rugby Referees Society, Saints DPP, CSRFU, and Cambridgeshire’s RUFC.

CYR will regularly be in communication with the above to seek views and opinion to guide an improved service to stakeholders. CYR will disseminate information received from the RFU, CPD & Refereeing courses.

The Youth Chairman, or deputising officer, will attend all ECRU Youth Rugby and CRFU meetings, reporting as required.

Improving our local organisation from last season we will invite coaches to choose the pools they wish to enter in Festival No 1 to ensure meaningful games for their young players as well as assuring every player in a squad/team minimum 50% playing time in every game; this follows ECRU/RFU U13 agreement.

Venues t.b.d at Hosting Clubs. NB the U13 Festival will follow ECRU new approach viz. no limit on number of teams from any single club together with every squad/team player assured of 50% playing time in every game and following a waterfall format.

The U14, U15 & U16 Tournaments will initially be formatted in pools then leading to positional play-offs. We will attempt to separate teams from clubs with multiple entries. Every team to be are assured of equal game time. Please consider these criteria when applying to host an event.

NB. Entries to Cups only if a Club can commit to every date and fulfill its playing commitment. Failure to do so will eliminate that club’s age group eligibility to enter Cup Competitions the following season. We will make every effort to support our Associate Clubs who are involved in league programmes to fulfill their CYR Cup commitments but should a conflict of interest arise CYR will decide in favor of Cambridgeshire Clubs.

ECRU ‘Emerging & Developing’ U16 T&G Identification 3 Counties Tournament

CYR Development Squad will endeavour to hold 2 sessions before Christmas continuing with 3 Development sessions January – April 2019. Thereafter, in September 2019 it translates into a County U17 programme with trials and selection for County games against Suffolk and Norfolk then concludes with the 3 Counties Tournament early in November 2019

CYR and Cambridgeshire Schools RFU (CSRFU) in partnership with the local RFU Delivery team will sponsor an “All Girls Rugby” Festival in the Spring Term 2019. Venue: Ely RUFC. Date to be confirmed. Contact Charlotte Pindar.

Safeguarding – CYR fully upholds all RFU requirements in this domain. From season 2019 – 20 only clubs with full RFU Accreditation and with up to date signed-off RFU Safeguarding Audits will be eligible to host CYR events.

In the meantime, the CRFU Safeguarding Officer will support and advise member clubs to secure the RFU Safeguarding elements of this requirement. CYR Associate Clubs will also need to meet this position.

Successional Recruitment – principal officers will make every effort to recruit quality personnel to succeed officers retiring at the end of season. Full support and guidance in their development will provided.

Sponsorship - CYR will seek to engage sponsors to ‘add value’ to its range of activities as of present no monies are held specifically for its events and business. Funding support is likely to be requested of the General Committee. The Hon. Treasurer is aware of ECRU funding and makes appropriate funding claims.
